Boats with 21 people on board capsized Monday off of Henoko in Japan. All of them went into the water, two of them died, said officials. The Japanese Coast Guard said 18 were classmates from a high school in Kyoto who were on two boats.
The Coast guard says the case is under investigation. Rescues helped people from the water, a female and the captain of the Fukutsu boat were later found dead.
