The United Nations (UN) has called for enhanced international cooperation to prevent what it terms “digital pandemics,” which could trigger widespread system collapses through a domino effect. The initiative aims to mitigate the severe consequences of such digital failures.
A UN statement highlighted that the threat of digital system collapse is present both terrestrially and in space. For instance, a significant solar storm in 2012 narrowly missed Earth but had the potential to cripple transcontinental power grids and communication networks.
Doreen Bogdan-Martin, head of the International Telecommunication Union (ITU), noted that a common characteristic of these unintentional disruptions is their simultaneous impact across critical sectors like finance, health, transportation, energy, and communication. She described these impacts as spreading through “cascading effects.”
Digital Risks: From Solar Storms to Extreme Weather
The potent solar storm in 1859, known as the “Carrington Event,” severely disrupted telegraph systems globally, causing equipment malfunctions and communication halts. This event is often compared to a 19th-century internet outage.
According to a joint report by the ITU and the UN Office for Disaster Risk Reduction (UNDRR), such unintentional disruptions represent a significant contemporary threat. The risks are no longer confined to space weather; extreme heat, storms, and other climate change-related hazards can damage vital digital infrastructure, including power grids and data cables.
Given modern societies’ profound reliance on digital networks, the effects of system failures could be global, rapid, and exceptionally severe.

Further risks include an “alarming increase in space debris,” which threatens satellite launches and space access. The ITU and UNDRR warned that this could simultaneously jeopardize satellite navigation, financial networks, and weather forecasting systems.
The two organizations also noted that extreme weather conditions, exacerbated by climate change, are increasingly disrupting digital infrastructure, escalating disasters into humanitarian crises.
Cascading Failures
The report indicates that digital disruptions seldom remain isolated, instead propagating through a cascading effect. Data suggests that up to 89% of digital outages linked to natural disasters arise from secondary impacts rather than the initial event.
UN agencies stated, “The resulting number of affected people can be up to 10 times higher than the number exposed to the initial event.”
Kamal Kishore, head of the UN Office for Disaster Risk Reduction (UNDRR), characterized the risk as systemic, remarking, “Most of these risks are invisible. Most of the time, the interdependencies are not fully recognized.”
Kishore cautioned that failures in one system can rapidly spread. “If power systems fail… most telecommunication towers have a backup power of nine hours and then cease to function. When telecommunications don’t work, ATMs don’t work, and people can’t access their cash.”
Action Points
Despite these risks, the report emphasizes that abandoning digital technologies is not a viable solution, as they are crucial for economic growth and innovation. Instead, it urges countries to develop 21st-century contingency solutions for when digital systems fail and to enhance early warning systems.
UNDRR official Kishore stated, “There is an assumption that when digital systems fail, we will have analog systems to fall back on. But these are no longer available. The expertise and equipment for these systems are aging.”
Bogdan-Martin emphasized, “It is time to start preparing more consciously for critical digital risks.”
The report outlines six priority action areas, including improving risk mapping, strengthening international standards, enhancing inter-sectoral coordination, and building community resilience to disruptions.
It also calls for stronger global cooperation and improved utilization of early warning systems to translate risk awareness into concrete action.
Kishore concluded, “This report… makes it very vivid and real that it is not a question of whether there is a risk of a digital disaster, but when.”
